Jean-Didier Sicault

Jean-Didier Sicault  is a Member of the Paris Bar, former Legal Counsel of ACCT (ancestor of the International Organization of the French Speaking World).

He advises, negotiates in favour of, and litigates on behalf of, staff members, as well as staff representative bodies (associations, unions and federations) of some 90 International Organisations.

In that framework, he has brought cases before 15 International Administrative Tribunals, in particular those of the UN (dozens of cases), the ILO (hundreds of cases), the Coordinated Organizations (dozens of cases) and some of the International Financial Institutions, for the benefit of staff. He has notably devised and implemented FICSA’s Legal Defence Strategy which gave rise, at the end the 80’s, to more than 30 judgments of UNAT and ILOAT, notably on acquired rights.

He also assists officials for internal remedies (request for review and procedure before the JABs or Disciplinary Boards).

He also advises the management of some international organizations, notably on their relations with host States, their privileges and immunities or on issues relating to international civil service law (notably pensions, salaries, investigations, discipline, and acquired rights).

A senior lecturer in international civil service law at the University of Paris II since 1983, he has written numerous contributions and participated in many symposiums on the subject. He is also a member of the board of editors of the Revue Générale de Droit International Public.
